Robert Morris Aubrey H. Baldwin, III R OBERT MORRIS, MERCHANT AND FINANCIER, was no stranger to public office when the Pennsylvania Assembly on 30 December 1786 selected him by unanimous vote as a delegate to the Constitutional Convention. For the space of thirty years from 1765 to 1795 he was to serve the city, state and nation with a diligence and industry that earned him an international reputation. Born on 31 January 1734 in Liverpool, England, he left his homeland and mother, whose name is unknown, at the age of thirteen to join his father, Robert Morris, in Oxford, Maryland. The latter was engaged at the time on the Chesapeake in exporting tobacco. Young Morris was sent to school in Philadelphia. Shortly thereafter he entered the service of the Willings, shipping merchants, where his native talents won the respect and confidence of his employers. In 1754 he became a member of the firm. In later years Willing, Morris & Company built an import and export trade, acquired ships and engaged in international exchange and banking. Morris was a part of this enterprise for thirty-nine years and amassed an enormous fortune. On 2 March 1769, Robert Morris married Mary "Polly" White of Maryland. She presided over a large household of children on High Street and graced the many social affairs demanded by her husband's position. General and Mrs. Washington were close friends, as was Gouverneur Morris, a business associate during their residence in Philadelphia. When rioters stormed James Wilson's house, it was Polly Morris who provided refuge for Rachel Wilson and her children. Morris entered public life when he was chosen warden of the Port of Philadelphia in 1766. In 1774 he was a delegate to the first Continental Congress, and in November of 1775 he was sent by the Pennsylvania Assembly to Congress. He therefore was a member of that body when the Declaration of Independence was drafted. He voted against the measure as "being too premature", but when ratified he signed it on 1 August 1776. 95 96 The Pennsylvania Genealogical Magazine He was elected to the Pennsylvania Assembly on 30 June 1775, and was named to its Council of Safety. In October 1775, he was re-elected to the last Assembly under the Colonial Charter, where he served on the Committee of Correspondence. He took his seat the following year in the first Assembly under the new Pennsylvania State Constitution. He was defeated in the fall election of 1779 due to his financial dealing in Congress with war measures that met with popular disapproval in the State. However, in 1780 he was elected for the term ending June 1781, and was returned thereafter until 1789 when he became one of the two senators from Pennsylvania to serve in the United States Senate. As the State's delegate to Congress, his committee assignments included the Committee of Secret Correspondence which became the Committee of Foreign Affairs, and the Committee of Commerce. A contemporary observer in 1777 reported Congress ruled by Richard Henry Lee, the Adamses and Robert Morris. It was Robert Morris who in 1777 signed the Articles of Confederation on behalf of Pennsylvania. He served as chairman of the Committee on Finance from 1778 to 1781, and Congress in that later year chose him as Superintendent of Finance with all powers required to meet the desperate financial situation of the Colonies. In accepting the post, Morris wrote: "The United States may command anything I have, except my integrity, and the loss of that would effectually disable me from serving them more", meaning by "integrity" the commercial honor of his signature. Morris organized the Bank of America in 1782, and was called upon to defend the bank and his fiscal measures in the Pennsylvania Assembly. He presented arguments for a strong government to regulate trade and cure the wretched condition of government finances. As a result of his able defence, he was named to the Annapolis Convention to deal with these matters. The debacle of that gathering set in motion the calling of a Constitutional Convention to begin in Philadelphia on Monday, 14 May 1787. With such credentials much was expected of Morris at the Convention. That he chose a passive role has been much commented on by historians. On 25 May 1787 with several states reporting, the Congress proceeded to organize. Morris spoke first on behalf of Pennsylvania, he formally proposed George Washington for President. His motion was seconded by John Rutledge of Virginia. With no other nominations and the ballot by states being unanim- Hobert Morris 97 ous, Morris and Rutledge escorted Washington to his chair. In the secret proceedings thereafter, Robert Morris is only twice recorded as speaking on the floor. He objected to a motion that voting be by states (a motion that lost); and he seconded a motion of good behaviour as the term of office for senators (again, a motion that lost). At the closing session 17 September he signed the finished Constitution. William Pierce, a delegate from Georgia, wrote while that body was still in session, "He (Morris) has an understanding equal to any public object, and posesses an energy of mind that few men can boast of. Although he is not learned, yet he is as great as those who are. I am told that when he speaks in the Assembly of Pennsylvania he bears down all before him." Max Farrand, noted chronicler of the Convention, notes that Morris followed everything that was done with the keenest interest. His position on the great matters before the Congress were well known. Furthermore, he probably agreed in almost every detail with his business associate and former assistant, Gouverneur Morris, who was the most frequent speaker at the Convention. While the nation's capitol was in Philadelphia, Morris was the most generous and lavish of hosts. Extravagances and land speculations led to his downfall, which was as spectacular as his rise to eminence. On the day his affairs collapsed he was involved in the construction of a palatial marble house in Philadelphia designed by the architect, L'Enfant. To escape his creditors he tied to his country estate, "The Hills" on the Schuylkill. It was a small creditor who caused his arrest in February 1798. He was taken to the debtors prison on Prune Street, Philadelphia, and was confined there for three and a half years until his release on 26 August 1801 under the new federal bankruptcy law. Robert and Polly Morris lived, after his release from prison, in a small house in the city. His wife's annuity secured for her by Gouverneur Morris was their chief means of support. Of the couple's five sons and two daughters, two sons died before their father. Robert Morris died 8 May 1806, in his seventy-third year. 98 The Pennsylvania Genealogical Magazine 1. [Francis B. Heitman: Register of Officers of the Continental Army, (Baltimore, 1967) 3801 It is said that he participated in the siege of Yorktown. After the war he went to Kentucky with his father. His elder brother, John Marshall, who became Chief Justice of the United States in 1801, had close ties to George Washington and the government. It may have been through this connection that it has been said, he was sent, as an agent of the government, to negotiate the release of LaFayette from prison in Olmutz, Austria, where he was held from 1792 to 1796. He spent several years abroad, and his two oldest children were born on ships of war off the British coast. While in England he purchased land in the Northern Neck of Virginia from heirs of Lord Fairfax. However, the State of Virginia confiscated most of the land, leaving Marshall a portion of Leeds Manor, Fauquier County. He studied law and practiced in Winchester, Virginia, where he was eminent in his profession. Early in the 1800s he left Winchester and settled on his Happy Creek, Warren County, Virginia estate where he built a massive house.
