COURT OF GENERAL QUARTER SESSIONS OF THE PEACE HUNTINGDON COUNTY, APRIL AND AUGUST 1813 contributed by Patricia Lee Hobbs T lie Courts of Quarter Sessions and the Office of their Clerks were established in each of the three original counties of Bucks, Chester, and Philadelphia by William Penn’s 1682 Frame of Government. These courts had jurisdiction over civil, criminal, and equity cases; estate settlements and oversight of orphans’ estates; and administrative duties including establishing townships and their boundaries, building and maintaining roads and bridges, assessing taxes, issuing tavern and peddler licenses, and overseeing relief for the poor. In 1707 Governor John Evans separated the court into two: Quarter Sessions and Oyer and Terminer. Quarter Sessions continued covering routine criminal cases and county administrative duties, while Oyer and Terminer was commissioned to hear more serious and/or capital offenses.1 The Clerk of the Courts (sometimes called Clerk of the Peace or Prothonotary) was responsible for keeping records for both courts.2 In some counties and time periods, separate registers were kept for each court, but in other counties the records are intermingled, as they arcin the Huntingdon County register from which this abstract is derived. Oyer and Terminer Courts in Pennsylvania were established and used quite differ¬ ently than those in New bngland.
