Provincial Tax Lists of the Three Lower Counties, 1693 Jeffrey L. Scheib PENNSYLVANIA’S FIRST GENERAL TAX on real estate and perJL sonal property was passed by the provincial Assembly on 1June 1693. Entitled “An Act for granting to King William 8c Queen Mary the rate of one penny per pound, upon the Cleare value of all the Reall and Personall Estates and Six shillings per head upon Such as are not otherwise Rated,” the law was passed by a reluctant legislature at the urging of the royal governor, Benjamin Fletcher.1As a result of that act of the Assembly, tax lists were compiled for each of the six counties then under the Pennsylvania government, both for the three original counties, Bucks, Philadelphia, and Chester, of Pennsylvania proper, and for the Three Lower Counties on the Delaware, New Casde, Kent, and Sussex, the future state of Delaware. Fortunately for genealogists and for historians of this early period of Pennsylvania and Delaware, these tax lists have been preserved. The lists for the Pennsylvania counties have been published elsewhere.2 The lists for the Three Lower Counties of New Castle, Kent, and Sussex are published here for the first time. Historical Background Benjamin Fletcher had been commissioned governor of Pennsyl¬ vania by King William III and Queen Mary in October 1692, after the right to govern the colony had been taken away from William Penn, who was suspected of treasonable involvement with the exiled King James II. Fletcher arrived in Philadelphia in April 1693, bringing with him a letter from Queen Mary enjoining Pennsylvania to contribute “a Quota of Men, or other Assistance” 3( that is, money) to the defense of the colony of New York. England and France had been at war since 1689, and in America the conflict, known as King William’s War, the first of the so-called French and Indian Wars, largely had been 1 2 The Pennsylvania Genealogical Magazine confined to clashes with the French from Canada and their Indian allies on the New York frontier. Regarding New York as the bulwark shielding the colonies farther south from the ravages of the French and the Indians, the queen, not unreasonably, felt that those colonies thus protected should contribute in some material way to New York’s war effort. When the Pennsylvania Assembly (composed of delegates from both Pennsylvania proper and the Delaware counties) convened in May 1693, Governor Fletcher presented the House with Queen Mary’s letter. Mindful of the reluctance of Quakers, who dominated the legislature, to support warfare by any means, the governor prom¬ ised the Assembly that its money would not be “dipt in blood.”4 The House, in return, appointed a committee to consider the request for money, and the committee concurred that there was “an absolute Necessity of raising Money to support the Government.”5 The tax bill that eventuated from the committee’s report laid an assessment of “one penny for Every pound Qeare value” on all real and personal estates in Pennsylvania proper and in the Delaware counties. It provided that household goods and tools and im¬ plements used to earn a living were not to be included in calculating the value of anyone’s estate. All freemen whose estates were not worth £100 or who were not otherwise rated were to pay instead the sum of six shillings per head. Exempted from the tax were former servants who had not been “out of tiieir Servitudes” for at least six months and anyone with “a great Charge of Children” or who had “become Indigent in the world” and was “Soe farr in Debt, that the Qeare vallue of their Reall and personall Estate” did not amount to at least £30. The law also prescribed by whom the tax was to be assessed and to whom and by when it was to be paid. The tax was to be for one year only. The tax collected pursuant to the 1693 act brought approximately £760 Pennsylvania currency into the provincial coffers. Approxi¬ mately £428 was raised in the Pennsylvania counties and about £332 in the Three Lower Counties. After paying the various tax collectors and making allowances for “Runawayes” who failed to pay their assessments, a committee of the Provincial Council expected the final receipts from the tax to be about £500 sterling. The committee also noted that “in most of the Counties” there had been “great errors 8c partialitie Comitted by the assessors in Undervaluing their owne 8c others estates.”7 Lower Counties Tax Lists 3 Introduction to the Tax Lists Having been compiled by different individuals, the tax lists for the Three Lower Counties differ in form and somewhat in substance. All, however, do include the names of the taxpayers and the assessed values of their estates, along with lists of those individuals who were assessed only the six-shilling poll tax. In addition to the assessed value of each taypayer’s estate, the New Castle County list also includes the amount of the tax assessed on that value. In contrast, the list for Kent County includes only the assessed values of the estates. The Sussex County list, like that for New Castle, includes both the assessed value and the amount of tax; interestingly, however, the Sussex list is arranged in descending order of value, beginning with William Clark, whose estate was assessed at £700. In the New Castle list, the county is divided into five “precincts,” while the Kent list is divided into the hundreds ( Duck Creek, Litde Creek, Dover, Murderkill, and Mispillion) into which that county had been subdivided by the time of the assessment. The Sussex County list is undivided. The Kent list is particularly interesting for its inclusion of a description of the tax, the circumstances of its assessment, and the provision for its payment in Kent County. In all of the lists the sums of money are in provincial currency, which had an inflated value compared to the English pound sterling. As noted, there were complaints of consistent under¬ valuations in the assessments, so that caution should be exercised in using the 1693 tax lists as an absolute indication of the wealth of the individuals assessed. Nevertheless, the lists do provide an indication of the economic status of the individuals listed relative to others in their community, at least in the eyes of the tax assessors. The tax lists also provide a sort of census of the taxpaying inhabitants of New Castle, Kent, and Sussex counties in 1693. In transcribing the tax lists, the original spelling and capitalization have been preserved, except that all proper names have been capital¬ ized in accordance with modern usage. All superscripts have been brought to the line, and all raised brevigraphs have been brought to the line and expanded. Words and names abbreviated with a tilde have been expanded. In the case of words or names abbreviated without a tilde, the omitted letters have been supplied in <angle brackets>, The thorn has been rendered as “th,” “ff* has been ren¬ dered as “F” where appropriate ( e.g., ‘John fforat” as “John Forat”) , and the tailed “p” has been expanded as necessary.
