County of Philadelphia: School Children Enumerations Compiled by GSP volunteers T HE GENEALOGICAL SOCIETY OF PENNSYLVANIA initiated the publication of Philadelphia County school children enumera¬ tion lists in the previous issue (Vol. XXXIX, no. 4 [Fall/Winter 1996]: 391-408) of the Pennsylvania Genealogical Magazine. A short history of the Commonwealth of Pennsylvania legislation that lead to the compi¬ lation of these lists is reprinted below: In 1683 the Second Colonial Assembly of Pennsylvania instituted a governmental structure stating, in part, that education should be avail¬ able to all, rich or poor. The Pennsylvania Constitution in 1790 required that children of poor families be taught free of charge, but enforcement was difficult if not impossible. The enumeration clause of an 1809 law mandated that counties prepare lists of all impoverished children. The tax assessors of each Pennsylvania township were to enumerate and name all children between the ages of five and twelve whose parents could not afford the cost of schooling. Each township was required by law to educate these children of underpriveleged families. County com¬ missioners in Philadelphia County were to ensure that tuition was paid from public monies allowing enrollment of such poor children in local private schools. Poor children were numerous by the 1830s, and some families un¬ doubtedly claimed false poverty in order to have the townships cover their educational costs. From a practical standpoint, however, most educated people in Pennsylvania paid their own tuition until 1834, when the Free School Act set into motion the structure that became today’s public school system. A few Pennsylvania counties resisted the concept of public schools, but they ultimately— under pressureaccepted tax-subsidized education for all children by 1850. 33 34 The Pennsylvania Genealogical Magazine Some of the county lists of poor children compiled in the early nine¬ teenth century are extant, but their form is inconsistent. That is, infor¬ mation varies from county to county and from township to township. Several lists contain only the children’s names. At best, the information might also include the children’s ages, the names of their parents or guardians, and, perhaps, names of their teachers. All children approved by the County Commissioners were listed in separate volumes or in county tax assessment records. Some lists can be found in tax assessors’ duplicates, and others in rate books. Unfortunately many lists did not survive, but four volumes of Phila¬ delphia County poor children have been preserved at the Archives of the City and County of Philadelphia and have been microfilmed. County of Philadelphia lists are available for the years 1811 to 1816, but only for the townships, districts, and wards that were part of Phila¬ delphia County during those years. Townships covered are Byberry, Moreland, Lower Dublin, Oxford, Bristol, Germantown, Roxborough, Northern Liberties, Penn, Blockley, Kingsessing, Passyunk, and Moyamensing. Districts included are Spring Garden, Southwark, and Northern Liberties, The City of Philadelphia, which in 1800 was only a part of Philadelphia County (not the entire county, as it is today), con¬ tained the following wards: North Mulberry, Upper Delaware, South Mulberry, Lower Delaware, North, High Street, Middle, Chestnut, South, Walnut, Locust, Dock, Cedar, and New Market. The lists covering Passyunk, Blockley, Kingsessing, Southwark West, and Moyamensing for the years 1811 and 1812, appeared in the pre¬ vious issue of the Pennsylvania Genealogical Magazine. The current issue continues the available records for Blockley, Kingsessing, Moyamens¬ ing, Passyunk, and Southwark West through 1815. This series of school children enumerations will be continued in future issues of PGM. The information is reproduced verbatim, with no attempt to correct apparent errors or inconsistencies. Blank spaces indicate missing infor¬ mation. It should be noted that enumerations for some areas in certain years are missing, incomplete, or unidentified.
